Lieutenant General Saddam Khalifa Haftar, Commander of the Libyan Army’s Ground Forces, received a delegation from the Turkish company Tosyali and conducted a field visit to Ras Al-Minqar, east of Benghazi, to review the progress of the world’s largest direct reduced iron (DRI) steel plant.

The project, overseen by the National Development Agency, spans 380 hectares, with a production capacity of 7.5 million tons annually and is expected to generate 7,000 job opportunities. It incorporates environmentally friendly technologies and includes both an export port and a vocational training academy for young Libyans.

Haftar emphasized the strategic importance of integrating industrial development with workforce training. The plant is being developed by a joint venture between Tosyali (30%) and SULB Libya (70%), with production scheduled to begin in May 2027, followed by exports in July 2027.
