Turkish political analyst Muhannad Hafizoglu confirmed that Saddam Haftar’s visit to Ankara and his meeting with the Turkish Minister of Defense marks the beginning of a series of reciprocal visits aimed at organizing relations between Ankara and Benghazi.
He explained that Turkey, having ensured the stability of Tripoli and the failure of Haftar’s offensive, now sees it wise to open up to eastern Libya.
This move is expected to positively impact the relationship between Tripoli and Benghazi. Hafizoglu noted that shifting regional dynamics forced Haftar and his allies to step back, enabling this diplomatic opening.
While he ruled out military agreements with Benghazi—given existing ones with Tripoli—he did not exclude the possibility of military training cooperation.
