Dr. Salama Al-Ghweil presented a critical analysis of the Libyan situation under the Government of National Unity (2021–2025), led by Abdulhamid Dbeibeh.

He described the government as having transformed from a transitional authority into a de facto power without electoral legitimacy.

Al-Ghweil highlighted political failures such as obstructing the electoral process, weakening institutions through politically motivated appointments, and eroding national sovereignty through deal-making and favoritism.

On the economic front, he pointed to the collapse of the Libyan dinar, uncontrolled spending without an approved budget, misuse of oil revenues, and widespread corruption in contracts and procurement.

Socially, the report criticized the government’s biased service distribution, the deterioration of the middle class, rising unemployment, and lack of support for low-income citizens.

Al-Ghweil also warned of growing national disillusionment, youth frustration, and the collapse of trust in public institutions. Militarily, he condemned the empowerment of armed groups over the national army and the absence of a unified military vision.

He concluded with a 10-point roadmap to restore the state, including holding fair elections, restructuring state institutions based on merit, unifying the military, financial reform, promoting justice, and launching a genuine national reconciliation process.
