The Supreme Constitutional Court, in its session on Monday, October 6, 2025, accepted the constitutional interpretation request submitted by Prime Minister Dr. Osama Hamad regarding the House of Representatives’ Decision No. 20 of 2015, related to the promotion of an officer and the appointment of the General Commander of the Libyan Army.
The Court ruled that the decision is a legislative act issued by Parliament, placing it outside the jurisdiction of administrative courts. This grants the decision constitutional protection from any legal challenges.
